The password on this account cannot be changed at this time

I've seen the posting on microsoft, and our minimum password age is 0 so it
is defined and that didn't fix the problem, When a user trys to change there
password it responsed with The password on this account cannot be changed at
this time, and i am forced to force them to change there password next time
they log in,

Any Ideas?????

Existing users only apply new password policies when they (need to)
change their passwords. So you will have to force all users to change
their passwords or wait until they have to change their passwords anyway
to get the new policy to work.

It still won't work i've forced the reset on my account, and then I can
change it once, and after that I get the error message again and the only way
to change it is with a forced reset from AD

We're experiencing the same problem with a few users (out of over 10000). Something that may be common on our end is that at one time or another the user accounts may have been put through a domain migration.
