"The page cannot be found" when attempting to view https: pages

A friend of mine is getting "The page cannot be found" every time when
attempting to load https:// page

he has had the same problem with ie5 and ie6
he is not using a proxy server


He also tried to logon to google groups to ask this question but gets
"The page cannot be found" whenever he tries to access any page which
requires logging on

He has just rebuild his PC from scratch but with no luck and is not
using a firewall or antivirus

Any ideas ???

Ask your friend to open internet explorer; on the help menu, click on "about
internet explorer". If the cipher strenght in "0" then ask him to folow this
stept to fix the error:

Also, not using a firewall/antivirus these days is not such a good ideea..

In desperatiom he rebuilt his machine, all he has installed so far is
IE6 and the drivers for his broadband. We had a look on the newsgroups
today which mentioned Cipher Strength

Cipher Strength: 128-bit

Could it be a problem at the ISP end ?

That was a drastic, unnecessary step. You have to re-register the
following dll's at the command prompt (cmd).

If you have SP2, you can do it all in one go:

Start>Run cmd [enter]
iexplore.exe /rereg [enter]

Without SP2:

Start>Run cmd [enter]
regsvr32 mshtml.dll [enter]

Click OK when you get the message that DLLRegisterServer in FileName
succeeded and type "exit" to quit cmd.

Repeat the same with:

regsvr32 mshtmled.dll
regsvr32 urlmon.dll
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 dssenh.dll
regsvr32 rsaenh.dll
regsvr32 gpkcsp.dll
regsvr32 sccbase.dll
regsvr32 slbcsp.dll
regsvr32 cryptdlg.dll

My mate said that some of those gave errors when he entered them

just found out he's using Win98 -

are those commands supposed to work with Win98 ??

Any help would be appreciated

I don't believe so. Your mate should post his question in either the
Win98 group or the IE group for his version of IE. Here is a list of
