The network request is not supported

Windows 2000 SP 4
Citrix Presentation server 4.0

Just updated windows and now I cannot log in at all. I get "The
network request is not supported" logging in as any user even the
administrator.

I rebooted to last know good config and get same issue though I never
logged in after error began.

Server dead in water.
