I disagree. It's because the world is full of morons. I can guarantee you
that if systems came pre-configured to use limited accounts, they still
would be plenty of security problems, because people just don't listen.
Now with the new UAP, it just takes most of the blame off Microsoft and put
it solely on the user where it belongs.

I have used been using Windows since the very first version, used DOS before
it and I have yet to get a virus or hack.

Unfortunately most of the Windows users fit in that grouping...

No OS will ever be able to fully compensate for the stupidity of the users.
