The most frequently used program list is empty.

In my start menu the most frequently used program list is empty, even if I
have used some program the list is empty also. And I am sure the start menu
properties setting is no problem.

I have tryed to delete the registry key
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\UserAssist
but the problem is not solved.
