The matter of language version in the backup of system

Hi,
I have some questions about the backup in different language version of
Windows.
If I make a backup of English version of Windows, can it be applyed to a
Duth version of Windows?
If I make a backup of Duth version of Windows, can it be applyed to an
English version of Windows?
