the local policy of this system does not permit you to login interactively

PLease help. This is my neighbors HP laptop running XP Home,which has
Wireless G. I get the above message anytime I try to logon this computer -
no matter what! I have done extensive searches with little success, and
tried many choices (Linux, password programs,etc.) . All passwords are
blocked. As far as I know this machine has never been in a domain. If I load
the XP cd and do a recovery I can copy the SECURITY file over to the machine
from the CD- but that does not help either.
