"The information store could not be opened" starting Outlook BCM u

I am using Outlook2003 with Business Contact Manager and SBS2003 (Exchange)
At setup I selected a local database on my own machine, not sharing it with
anyone else.

When I start Outlook I get the warning message
"The information store could not be opened" [I click OK]

Outlook starts to open and then about 1 minute later I get a dialogue
window that says
"Business Contact Manager for Outlook database cannot be loaded.
This action cannot be completed because Business Contact Manager cannot
access the database. The database is currently stopped. Do you want to
change the database configuration" [Yes] [No]

If I say no Outlook runs fine (without BCM)

And if I say yes:
“This action cannot be completed because Business Contact Manager cannot
access the database. SQL server does not exist or access denied†[I click
ok]

Outlook then runs fine without BCM.

The SQL server manager on the task bar is present but not connected, there
is no server selected or available and no services selected or available.

This is pretty obvious.

Is the BCM SQL instance running? That's what Outlook is asking you about. It
seems to find the instance and then sees it as stopped. Unfortunately it
doesn't give you the option to attempt to start it.

Click start, select run, type services.msc, and then click OK.
Go through the list for anything that has to do with SQL. It can be
MicrosoftBCM, MSSMLBIZ, and whatever else I don't remember at this point.
Make sure it's set to "Started" or attempt to start it if it's stopped.
If it refuses to start, then you have an SQL problem. I know how to fix
those if you run out of options.

By the way, that SQL Service Manager icon in your task bar is misleading and
can be ignored. It won't display accurate information unless remote
connectivity options are enabled on the SQL instance, which they are not by
default.
