The ICF Fire wall

I followed MS directions to disable the ICF firewall that
works to protect programs from use by others on the
internet but when I went there to disable it it showed it
was never on yet I can't access my programs without right
clicking and using the run as function and disabling the
protect my programs etc... if it's not turned on how do I
get it off my system?
 
The Windows XP Firewall blocks incomming traffic. This is not render any
programs unexecutable. you need a firewall running on your system.
