The global template, Normal.Dot is already open as an addin progra

Client is using a Word 97 on a Windows 2000 Terminal Server. Whenever more
than 1 user opens Word from the TS, the next user gets this message.
The STARTUPfolder does not point to the same location as the user or
wrokgroup folders.
There are other .dot files in the TEMPLATES folder but only the MSCREATE.DIR
file in both STARTUP and TEMPLATE folders.

Any idea or reason why this is happening?

Word looks to two startup folders, neither of which should contain
normal.dot:
The Word startup folder - designated under Tools > Options > File Locations
and
The Office startup folder - which is usually under C:\Program
Files\Microsoft\Office
