The folder is full

Typo, I used scanpst.exe not pstscan.exe

The problem is with all folders not just the RSS folder and the answer to
your question is yes I right click the folder and I see and click on the
delete option, that is how I got to the error message.

Try selecting the folder, then pressing Shift-Delete.

The response I get back is "Are you sure you want to delete the folder xx?"
When I press yes the response I get back a warning that the "The folder is
full." The folder is empty as I erased all entries previously. I also tried
to shutdown Outlook and restarted it then tried the same sequence with the
same results.

Right-click the root of the folder tree and choose Properties. Click
Advanced. What are the exact words see in the Format field? Click File>Data
File Management. Select the PST and click Open Folder. What size does
Windows report for the PST?
