The file Noraml already exists

When closing Outlook XP, I get a message of "The file Normal already exists"
has anyone run into this and how did they correct the problem?

The file normal.dot is used as the template file for Word. This file may
have a problem with it or another file may trying to use the same name. I
would do a complete search (including hidden) to see what files on the
system are name normal. Rename those that you can except the normal.dot.
Close all application and see if that resolved the issue. If not may want to
consider removing the normal.dot file and restarting system. This will
often restore the standard template configuration.

Thank you for your help, I found two files one was the regular normal.dot and
the other one is ~normal.dot which one should I delete? They both are in the
same location.

The one with the tilde can be deleted. Under "normal" conditions, if
normal.dot doesn't exist, Word creates it.
