The file could not be written to the cache

I have a user that is trying to open a .pdf file from a trusted site. When
she goes to open it, she receives an IE error stating:

Internet Explorer cannot download launchReportGenerator.do from xxx.xxx.xxx.
The file could not be written to the cache.

The user had this problem a couple months ago, and we resolved the issue by
just creating a new Windows profile for her. She can open the .pdf just fine
when logged in as the Administrator on her machine.

Any ideas?
