The computer just won't start

I tried to turn on my computer, there is nothing display on the monitor. I saw the power light is on, and the HDD light is on too. The strange part is that the HDD light is blinking very fast. I also notice that the CD rom detector light is also blinking on and off. How do i solve this ?
 
Did you

1. Make sure your monitor is securely connected to your computer?

2. Make sure your video card is securely seated?

3. Try another monitor?

I tried on another monitor, i also ensure the video card is fully secure. The computer just won't start. But why is the HDD light blinking on and off so fast and the computer just won't start.
