The account-identifier allocator failed to initialize properly after Active Directory restore.

I have two domain controllers and I am testing our disaster recovery
backup restore.
We use Veritas BackupExec for Windows Servers version 9 build 4454

I backup all drives and system state on each domain controller.
To restore I install Windows 200 SP4 on each restore server and as
part of a work group, I install the BackupExec Agent and then restore
each server including the system state.
One DC I am restoring is exactly the same (hardware) as it's
counterpart in production
The other DC is slightly different, the only thing I need to do after
restore is boot off a floppy so I can edit the boot.ini to boot off of
the correct partition, install the new video driver, and delete the
network interface from the registry to I can assign the same ip to the
newly detected network adapter.
Everything seems to be fine (DNS, FRS) except for the System Event
error below which does not let me to create new accounts.

Windows 2000 will retry the initialization until it succeeds; until

account creation will be denied on this Domain Controller. Please
look for
other SAM event logs that may indicate the exact reason for the
failure.

I get this error on both DC's.
Has anyone come across this before and was able to resolve it? Any
help would be greatly appreciated.
