RID operations master failure

I have restored a DC in a test environment. The DC hold the
RID operations master role. The restore was authoritative.
The DC is in a separate VLAN and cannot connect to the
production DCs. The problem I have is that upon restore the
RID role is failing with error ID 16650. The server holds
the RID master role (as viewed through properties of the
domain in AD user & comps). I cannot transfer the role as
this server is the only server in the test environment. I
cannot remove this server as I would not be able to bring
online again (MS guidelines.

Error 16650:
"The account-identifier allocator failed to initialize
properly. The record data contains the NT error code that
caused the failure. Windows 2000 will retry the
initialization until it succeeds; until that time, account
creation will be denied on this Domain Controller. Please
look for other SAM event logs that may indicate the exact
reason for the failure."
