Text Watermark Off-center

I created a Word document template with a 4x4 table in the header and a 3x3 table in the footer for document control information. When I add a text watermark to a new document using my template, the watermark is off-center and partially off the page - it is totally confined to the upper left quadrant of the portrait page. When I add a text watermark to a blank 'normal' document, the watermark is correctly placed. This problem also appears on other workstations; not just confined to mine

I've recreated the template by starting with a blank document, adding a watermark (and all looks normal), then adding all the template items from scratch and saving the template. The saved template displays the text watermark correctly, BUT as soon as I delete the watermark and add a new text watermark the same off-center problem appears

Any suggestions are welcomed!

View | Header and Footer. Select the watermark and drag it where you want it
to be.
