Text To Speech(TTS) not installed

hello i did a search of TTS/ text to speech and didnt come up with
anything... i use a voice chat program called ventrilo and the TTS doesnt
work for it nor narrarator, I have tried to install various things and
searched on google etc... can somebody give me the files or the needed
components to use it or a program to install it?

Sorry, maybe someone else have another idea.

It still doesent work, i dont know, i installed EVERYTHING on that page,
still, nothing.
