I believe if you spec the sizes to px. or pt. on the .css you can cause some
restraint to font size.
the reason it's hard to disallow this feature of the browser is because it's
the browser that's responsible for the font and all it's aspects that the
visitor sees. it's supposed to be this way because some people require a
specific size font.
I think the best course of action would be to simply look at the situation
from a design standpoint of having it look reasonable regardless of font.
you can also relax a little because if someone has a massive font set for
their default yours won't be the only site that isn't being displayed as
it's designer intended. ;-)

EAfter publishing my web, when viewed using the "Text size modification"
in Microsoft Explorer, all the text in my site changes and completely
changes my layout and formatting. How do I prevent this? I have tried to
"alter" the text in other sites and some do and some don't... so there must
be a way to prevent viewers from changing the size. I'm usong FrontPage
2003. I used large type to start with because I already have bad vision. so
when they enlarge it it really gets big. what is CSS? & where do I access
the "fixed px" to format my text?
