Formatting Text

After publishing my web, when viewed using the "Text size modification" in Microsoft Explorer, all the text in my site changes and completely changes my layout and formatting. How do I prevent this? I have tried to "alter" the text in other sites and some do and some don't... so there must be a way to prevent viewers from changing the size. I'm usong FrontPage 2003. Thanks.
