text is so small??

On most of the web pages that I look up the text is so small I can't read it.
I've tried many basic things to fix it but it is still not working right.
PLEASE HELP ME!!!!
 
For Internet Explorer, go to View -> Text Size and select something larger
than what is currently selected.

or on the run keeping CTRL key pressed scroll the mouse down

Try the Microsoft clear type Tuner and customize for your eyes ?
