Text box within a word document how do I set up?

I have a word document that is designed to be we written on...lines for
people to fill in for data...now everyone wants it electronic, however when
you start writting on the line it just start moving right and it loses the
set fields of the form...how do I make it like a insert text in a area
(defined number of charters allowed for each area.
