Text and images appears at top left instead of where I put them

I imported a Web site created in WebEasy Professional into FrontPage. When I
add text or images in FrontPage to the imported pages and position them where
I want using the absolute positioning tool bar, they look fine. But when I
preview the site, everything I put in displays at the top left on top of
other elements, etc.

What am I doing wrong?

Use tables, and place everything in the table cells.

So if I have a stacked row of left-hand nav buttons that are all individual
images, what should I do with them?

Put them in table cells, as Chuck said.
Do not use absolute positioning until you have learnt how to use it,
and more importantly, how not to mis-use it.
