Terminal Services not connecting to different network

I have two networks connected with Cisco routers. I
cannot connect to the Terminal Server on Site 2 from Site
1 nor can I connect to the Terminal Server on Site 1 from
Site 2. I can however, ping either. Any ideas on what
could be my problem.
 
Make sure the routers are passing rdp traffic and port
3389 is opened between the servers
