Terminal Services Error 998

A few weeks ago, Fast User Switching stopped working on my home PC (running XP for home). I researched the problem in the newsgroups and I think I have isolated the issue to the fact that Terminal Services are not running (it is a pre-requisite). When I try to start Terminal Services manually I get the error:"Could not start the Terminal Services on your Computer. Error 998: Invalid access to memory location". Can anyone tell me what this meesage means and how I can resolve it?
Desperately seeking a resolution ...
