Per my understanding of your case, I think the Keyboard setting cannot be
the only cause under the circumstance. Would you mind let me know if there
are any other operation or symptoms related? When did you find the error?
Sometimes the anti-virus software can cause the connection settings. Please
check your system and let me know more about the issue.

| An Admin logged onto a Windows 2000 Domain controller using Term Services
| from an external users laptop (which is using a Chinese keyboard).
