DHCP on 2003: Scope export crashes service

Hello All,

I am trying to get an export of a scope, so I an change the ip pool (scope
expansion from a 24bit subnet to a 23bit subnet), and when I use the NETSH
comand:

netsh dhcp server 10.1.1.100 export c:\dhcp.cfg 10.1.1.0

I get 3 goofy error messages:

Access Denied (in the command window)

and in the event logs:

System:

The following problem occurred with the Jet Database - 1003. Jet database
read or write opertaions failed. If the computer or database has just been
upgraded, then this message can be safely ignored. If the message appears
grequestly, either there is not enough disk space to complete the operation
or the database or backup database may be corrupt. To correct this problem,
either free additonal space on your hard disk ore restore the database.
After you restore the database, ensure that conflict detection is enabled in
DHCP server prooperties. For more information about restoring the database,
see Helop and Support Center. Additonal Debug Information: Jet Term/Jet
Term2.

Application:

Volume Shadow Copy Service error: The process that hosts the writer with the
name DHCP Jet Writer and ID {be9ac81e-3619-421f-920f-4c6fea9e93ad} does not
run udner a user with suffieicent access rights. Consider running this
process under a local account wich is either Local System, Administrator or
Backup operator.

As for the VSS error ... VSS is running as local system. DHCP is running on
a DC, and I am initiating the instruction from a command session on the DC,
using a credential that is an EA and DA.

Can anyone shed some light on what is happening here?
