Terminal Service Licensing

I have a windows 2000 terminal server with license manager on a windows 2003
domain controller. They are connecting with HP thin clients. They are always
issued a temporary license which is expiring and not getting the permanent
ones. One thin client did get a permanent windowss 2000 license, other
cannot. Licenses are there qand everything looks normal, they just keep
getting the pop-up saying they have so many days left before their license
expires. Any help to figure out why the license server will not correctly
issue them a permanent one. I suspect it has something to do with being thin
clients?

That could well be the case, yes. Thin clients have a couple of
problems with receiving TS CALs. Try this hotfix (which replaces
hotfixes 832794, 834803 and 837211):

884570 - Event ID 1004 is logged when a thin client tries to
obtain a license from a Windows Server 2003-based terminal server
