Terminal Service is wrong

The terminal service of Win2K server seems is running but the client cannot
connect to it and I found the service cannot stop,pause or restart since the
function is disabled. Other services can stop,pause or restart. What's
problem?

Can the client ping the server?
Is there anything in the EventLog on the server when the connection
is refused?
Do you get any error messages on the client?
Is TS running in Remote Administration or Application Server mode?
