Terminal server "remote logins disabled" help please urgently.....

Our newly setup TS seems to be behaving a bit strange......

Every now and then when we try to login it gives the message "remote logins
disabled", and users can't login. Not even admins. The only way to fix this
is to login at the console and run change logon /enable to enable it again.

Are there any windows policies that exist that can cause such a
thing.......from my knowledge we don't ahve anything setup that disables TS
by default so I'm stuck for answers...................

Also when the change logon /enable is run, what value or registry key does
this change anyone have an idead I can't seem to find anything on it in
Technet....
