Terminal Server Per User/Group Permissions

I have a terminal server (2k) that I allow external
clients to access. They only need to run one application
but internal staff need access to the entire server and
network. How can I restrict external users so that they
can only run one application and how can I prevent them
from browsing the network, connecting to other computers,
running other applications etc.?
