Terminal Server Client Security

I am having an issue on what/where to control one TSC's
functionality in IE Explorer. I need to know how I can
mondify the buttons that client can use. I am not using
AD and the group policy.msc seems to be at too high of a
security level..there should be something that I can use
SID of that client and add in my parameters, such as , DO
NOT DISPLAY SEARCH BAR...any help is appreaicted

I think if you use the local policy in combination with
the IE resource Kit and Admin Kit, you should be able to
control what buttons show up within Internet Explorer.
