Terminal Server Client connection problem

Hi there,
I have an issue. have a domain controller server with
Win2k Server SBS (call it S1) and a second server
(formally a web server but now just a file server. (call
it S3). have 25 available terminal licenses. remote
users are using terminal client (ver. 5) to connect to the
servers. they have one connection for S1 and one for S3.
all he users who have been have been in the AD for a while
can access both servers S1 and S3 using the corresponding
Terminal client connection. New users who have been
added to the system can access the S3 server with the
client connection but when they try to use the connection
for S1, it gives the following message " windows cannot
log you on because the profile cannot be loaded. Contact
your network administrator. DETAIL - access is
denied". The properties for the users that can connect
are the same as the user that can not connect to S1 and
they are all in the same grouping (users). Not really
sure why this is happening and would greatly appreciate
any help and/or ideas.
