There are probably some disconnected sessions still hanging around.
You can avoid this by configuring a time-out setting for disconnected
sessions and make sure that they are automatically reset after a
certain time.

Researching this problem on Google Groups showed the question asked
many times, but no real solution offered. I believe I have nailed it.

I suspect the remote users are merely closing the terminal service
window (by clicking on the big X), instead of hitting the (separate
terminal service) Start Button, then logging off. Windows 2000
therefore thinks there was a disconnection, and since only two
concurrent sessions OR DISCONNECTIONS are allowed, one gets
the error message,

"The terminal server has exceeded the maximum number of allowed
connections", along with "The system can not log you on (1B8E). Please
try again or contact your system administrator".

This solution seems (so far) to be working for us, so perhaps it will
help some in the future.
