Term client users cannot logoff

When did this start to occur?

I've heard of some problems with SP4 that cause logouts
from RDP sessions to be slow, or to not happen at all.

It began pre sp4, I loaded sp3 hoping it would correct the
problem.

The only process running for the user is directx.exe and
explorer.exe,

This is a strange problem, I have set up a dozen of these
and never have I come across this.

I can add that we experience the same problem (W2000std
with Citrix FR2, newly installed SP4 over a SP3
installation). With SP3 no problems installing SP4 it all
began.
Upon closing down any session an End Program window pops
up to forcefully end "Power Meter", also explorer.exe
stays open for long time.

You willl need to call Microsoft at 888-677-9444 option #6 Telll the
person on the phone you need assistance with article # Q327129. They
will e-mail you the hotfix. They warn you to backup your system,
etc... I hope this helps!
