Temporary Internet Files

My Temporary Internet Files folders keeps only cookies. The rest of the
files are always gone and do not stay in the folder.
I have ensured that "Empty Temporary Internet Files folder when browser is
closed" is not checked.
Can anyone please help me so that files of sites I have surfed will stay in
the Temporary Internet Files folder?

Internet Explorer/Tools/Internet Options/Advanced Tab Scroll down to
Security and uncheck the box "Empty Temporary Internet Files folder when
browser is closed.

It is already unchecked. But still, the files disappear and just wouldn't
stay in the folder.
