Temporary Internet Files location

Where in the registry can the administrator change (all users on the local
machine) the default location of the Temporary Internet Files?
I understand each can be moved individually in Internet Properties, but I
have not found this possible with limited users, it shows to change back to
the default location?
 
Are you able to logon as the Administrator?

For Temporary Internet Files select Start, Control Panel, Internet
Options,
Temporary Internet Files. Settings, Move Folder.
