Is it possible to move a download from Temp Int Files to another folder as I
believe T.I.F files delete themselves after a time.

Yes it is, though the TIF folders are marked as System/Hidden and so you
will have to change settings to see them. Then, you'll need to actually
identify the particular file(s) you have in mind.

As well, downloads often go to Temp folders rather than TIF folders.

Yes, it is. I've done if fairly often; they're just files with random
names is all.
