Temporary and Cookies

A recent thread implied that it was safe to delete everything from
Temporary and Cookies. (If I understood correctly, which, alas, is far
from a safe assumption!)

In Temp, I find Cookies, History, and Temporary Internet Files. In each
of them there is a DAT File. Clicking onto these DAT Files produces
dire warnings of damage if I interfere. So I don't.

Is that as it should be?

Yes, you can delete the Temporary Internet Files and Cookies without any
dire results. The Index.dat file that resides in these folders cannot be
deleted from within the user profile where it is resident.

The best way to delete the TIF is from within Internet Explorer at
Tools/Internet Options/General Tab/Delete Files Button.

You can delete the Index.dat files by logging on with another profile that
has Administrator priveleges or with the built-in Administrator profile.
Once logged, go to the user profile folders where these files are located
and delete them. These files will be recreated the next time you log on to
that user profile.

It's a good idea to delete these files on a regular basis to keep those
folders from getting too bloated, which can slow the system down.
