Templates

We have recently upgraded from FP 2000, to 2003 in an attempt to create
templates.

We have the HTML page we would like for the template and we have an entire
existing web, which I know means we have to update each page individually.

I was just wondering whether it is easiest to take this design as a
template, or try to use a theme?

Lastly, I assume there is no way to do one update across the site, if we do
not have an exisitng theme/template?

Don't use themes that's going backwards. Use a dwt (dynamic web template)
which is what FP03 has as a new feature, does what you want to do.

They are primarily for FrontPage 2003 but will be good
for earlier versions too.
