templates and master slides

Template Confused

Can someone provide a good definition of design templates
versus master slides?
Are the three slide masters in PowerPoint 2000 - slide,
title and notes - components or subsets of any design
template.

Or does one have no bearing on the other?

The Masters are subsets (or what makes up) the Design Template. You create
a new presentation, go into the Slide/Title/Notes Masters, set up your
backgrounds, colors, fonts, etc., close the Master view, click "File", "Save
as", click the "Save as type" dropdown and select "Design Template (*.pot)".
You now have a new design template. As you insert new slides, they take on
the attributes of your masters.
