I'm trying to design a new template using a jepg.
Is this possible?
I'm having difficulty as it saves as template okay but my
next slide doesn't have the template on it. My first slide
doesn't give me the design facility either. Clicking on
the design i.e. text, insert picture etc I lose the
background.
Any help would be appreciated.

Go to View > Master > Slide Master and put your picture there. Then it
should appear on every slide. Even though you save something as a
template, you still have to use the slide master to get the design on
every slide.

You need to put your JPEG on the Slide Master (View, Master, Slide Master),
then save it as a template file.
