When you click the download link, you should get a window
that asks you where you want the file saved. It will show
your C drive, desktop, etc). Click on desktop(as an
example), and click save to. From then on your downloaded
files should go there.
Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
