temp licenses

I have installed five perm CAL's and they are not being
issued. all five temp licenses are being used and when
they expire I can not get the server to issue a perm
license. License server is on the same server.

Do you have EventID 1010 "TS cannot locate a LS" in your EventLog? If
so, you have to hardcode the name of the LS into the registry of the
TS (even if they are on the same server).

I do not get this error in the event viewer. From the
client I get the pop up that the license will expire
in "x" days. Contact your administrator. I can see the
license in licensing manager as a temp license. With five
licenses available per user CAL.

Aaaah, "per user CAL" ... that's the keyword!

Is the Terminal Server (not the Licensing Server!) set to use "Per
User" licensing? The default is "Per Device"!
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article as well, it explains that even after you have
switched licensing mode on the TS, your User CALs count will not
be decremented:
