temp files not deleted

Sometimes when I try to "clear temporay files" I have noticed that the files
are still there--even if I do a restart. It has taken me as many as three
tries before I se that the files and/or cookies have been deleted. Anyone
have any idea what causes this?

It's pretty common when using the MS disk cleanup tools. CrapCleaner does
a much better job.
