Cannot delete Cookies and files.

I am not able to delete cookies and a few files on IE7 which I was able to do
just a few days ago. I am able to go to the internet options and delete
browsing history whereby I delete TIF, Cookies and History. However when I go
back to settings > view files I still have all the same cookies and files
that were alreay there. I have tried Disk clean up, that too will not delete
them. I tried deleting %temp%, which will not delete them too. I am boggled
with this and wonder what could have been preventing them from being deleted.
For your information, there has been no changes or downloads whatsoever and I
am able to manually delete them from settings> view files windows. Hijackthis
log is clean. I know, I can use Ccleaner, but I want to delete them from IE
options.
when I start browsing again to build up the temporary files, they will not
delete using the delete browsing history from Internet options as usual.
Any help would be highly appreciated.

Right click Start/ Explore.

If you go into the Internet Options from the Tool menu. In Browser History
click the setting button, then the View files button. This will show you the
listed files. Select all and hit delete.

In Control Panel (Classic View) > Folder Options > View tab, Un-check
"Always show icons, never thumbnails" (Apply, OK).

Try moving the "Temporary Internet Files" folder to a different location,
and then move it back to the default location.

For example, move it from under
C:\Users\(You)\AppData\Local\Microsoft\Windows to
C:\Users\(You)\AppData\Local\Temp, and then back to
C:\Users\(You)\AppData\Local\Microsoft\Windows .

This will essentially create a new Temporary Internet Files folder.

To do this, though, don't use Windows Explorer, but go to IE7 > Tools >
Internet Options. On the General tab, click on Settings, under "Browsing
history". Then click on Move Folder...
