Temp admin rights over the web/mobile users

Is there a way to have a batch file on the web that would
pass temp admin rights to users if the entered in their
username/password?

Explain more what you want to do? this look like you have to build a script
to do this.

I would like to give mobile users temp admin rights to
install things like printers and such without having to
log into the VPN.

Set up an local account for them, they can use that account to install
applications etc.
