Telephony Service does not start

Running Win XP SP2.
I cannot start the Telephony service, which is causing problems in
Outlook contacts, when I update a contact with a phone number, Outlook
freezes becuas it is linked to Tapi for number formatting (well thats
what i heard anyway).

Also i cannot open Phone and Modem connections from control panel.

This error is in the Event log.

The Telephony service terminated with the following error:
The specified module could not be found.

With SC Query i get this information;

SERVICE_NAME: tapisrv
TYPE : 20 WIN32_SHARE_PROCESS
STATE : 1 STOPPED

Its been happening for so long i cannot recall what i changed on the
system to cause it to happen. Also i dont have a modem on this PC,
its connected to a Lan.

I reinstalled SP2 to see if that would clear the issue but no.
The file svchost.exe is in the right folder, ....system32\

Any ideas how to resolve this issue?
 
In the control panel, open Administrative Tools, double-click services, scroll down
to Telephony and start the service.
