technical problem !?

Need help with keyboard, i think this option is conneced with xp windows or
something like that, when i press 'up' or 'down' keys for 2-3 seconds the
scrolling on some internet page strats, and i can't stop it, up or down. How
to adjust this tehnical "problem"'? is this possible to ajdust throuh xp
windows?

delay to your liking here.
