TechNet License Copy of WinXP SP2 can not be booted from....

I am trying to use my TechNet Licensed Copy of WinXP SP2 in my lab
environment. Problem is that I can not boot from this copy. Setup can not
find the EULA. What is going on here? Can someone explain to me what the
purpose of this is for?
